Overview
ECI Construction Services completed the ground-up construction of a new Culver’s restaurant in Mahomet, Illinois. The 4,324 sq. ft. facility sits on a 1.75-acre site at 2006 Patton Drive, with a contract value of $2,690,325. Construction began in September 2024 and was completed in February 2025.
This project marks the newest location for franchise owner Gary Satterlee and Co-Owner Troy Vodacek, who own two Culver’s in Champaign as well as locations in Urbana and Danville. The Mahomet community welcomed the restaurant with strong anticipation, and the project concluded with a ribbon cutting and official opening on February 17, 2025. Quality Control
Quality was maintained through a dual-layered system of self-performed oversight and structured subcontractor coordination. ECI’s team self-performed site supervision, trim carpentry, and finish carpentry, ensuring consistent craftsmanship in the most visible portions of the project. Weekly walk-throughs with the owner, franchise consultants, and trade partners established a proactive review process, resolving issues early and preventing costly rework. In addition to quality checks, ECI tied safety observations into every walk-through, reinforcing the connection between a well-built, orderly project and a safe jobsite.
Scheduling Innovation
Because franchise equipment installation is scheduled months in advance, ECI developed a collaborative scheduling process to guarantee jobsite readiness. Weekly conference calls with ECI’s construction team, the building owner, and Culver’s franchise consultants became an innovative scheduling tool, streamlining decision-making and keeping all stakeholders aligned.
By maintaining real-time collaboration and keeping the jobsite clean, organized, and safe, crews were able to stay productive even through severe winter weather conditions.
Value Engineering
ECI applied value analysis throughout the project to maximize efficiency:
- Re-sequencing site utility installations to minimize weather delays.
- Coordinating material deliveries with manpower to prevent waste and storage issues.
- Reviewing finish carpentry options for durability and cost-effectiveness while maintaining Culver’s strict brand standards.
These decisions preserved both cost and schedule without compromising the franchise’s design intent.
Obstacles & Extenuating Circumstances
The team successfully overcame several challenges:
- Severe Winter Conditions: Construction spanned late fall and winter, during one of the coldest and snowiest periods in recent years. These conditions posed risks to both schedule and worker safety. ECI proactively implemented temporary heat, slab and ground protection, and phased exterior work to keep progress on track. Crews adjusted work hours around storms and freezing temperatures, ensuring productivity while maintaining a zero-incident safety record.
- Strict Franchise Standards: Culver’s design requirements demanded precise coordination with national vendors for kitchen layout, finishes, and signage. - Multiple Stakeholders: With franchise consultants, corporate design teams, and national vendors involved, ECI served as the central communication hub to keep all parties aligned and responsive.
- Safety Achievements: The project was completed with over 8,000 man hours without a single OSHA recordable or lost-time incident. ECI reinforced safety daily through toolbox talks, weekly safety meetings, winter hazard mitigation, and organized jobsite practices. Safety excellence not only protected every worker but also supported productivity and morale through one of the harshest construction seasons in recent years.
Productivity Innovations
- BuildXact Software Integration: ECI leveraged its tailored construction management software to track dependencies, align scopes, and maximize scheduling efficiency.
- Merit-Based Subcontracting: Nineteen subcontractors were selected strictly on qualifications, performance, and safety. Though none were ABC members, all trades were held accountable to ECI’s standards.
- Dynamic Communication: Weekly conference calls replaced static scheduling updates, keeping productivity high by ensuring all stakeholders had real-time clarity.
Results
The Culver’s Mahomet project was completed ahead of schedule, on budget, and with zero safety incidents despite severe winter conditions and complex franchise requirements. The restaurant opened on February 17, 2025, providing new jobs and a highly anticipated dining option for the Mahomet community.
