ABC Illinois Calls for Collaborative FY27 Solutions That Keep Construction Competitive and Accessible

SPRINGFIELD, IL. - Associated Builders and Contractors of Illinois (ABC Illinois) issued the following statement today from ABC Illinois President, Alicia Martin, in response to the Governor’s FY27 budget address.

“Illinois contractors want a budget that is responsible, realistic, and focused on growth. Merit shop contractors work side by side with all industry stakeholders to build the infrastructure that communities depend on, and we employ and train thousands of Illinoisans. The state’s decisions should support an accessible business environment where any qualified contractor can compete fairly and deliver the best value for taxpayers.”

The Governor outlined a revenue package totaling $728 million. As lawmakers review these proposals, ABC Illinois encourages a careful look at how each change affects local government capacity, project costs, and the overall climate for investment and job creation. “Budget choices do not just live on a spreadsheet. They show up in permitting timelines, compliance costs, and whether projects pencil out.

ABC Illinois is committed to working with the Administration and the General Assembly on legislative solutions that remove barriers of entry for merit shop contractors and expand opportunities for people who want to participate Illinois’ construction industry “…that starts with procurement policies that are open, competitive, and accessible to all qualified builders,” stated Martin. “Public construction should be based on qualifications, safety, performance, and price. Policies that restrict competition limits access for many contractors, including small and minority owned businesses and specialty subcontractors.”

We see a clear opportunity for partnership. Illinois can address workforce shortages and strengthen local economies by expanding workforce development and training. “ABC Illinois’ training programs provide a proven pipeline for in-demand construction careers, and we are ready to work with state leaders to scale that impact,” said Martin.

Illinois must reduce unnecessary regulatory burdens on construction contractors. Clear rules, consistent enforcement, and efficient permitting are pro-worker and pro-taxpayer. They help projects move faster, reduce waste, and keep costs under control.
